The project would serve not only as the location of the Ministry of Energy, but also of the petroleum authority of Thailand or PTT. 

The parameters for the architectural design and the engineering were that it be distinctive and that it be a model of energy conservation for other large building to emulate In consultation with engineers and energy conservation experts, some tem design options were considered, including one in shape of a drop of oil. 

Ultimately, two concepts were submitted the strict energy conservation parameters necessitated careful consideration of the exterior wall covering and the use of multi layered windows. 

Another important consideration was to make the building interesting from the bottom to the top by using layers of different types or glass panes. 

The middle zone was also needed to connect the PTT part with the ministry part and to provide access to shared facilities, such as an auditorium, a library and a recreational area.
