Extending the idea that the organization belongs to the people of Thailand, energy conservation emphasizing local characteristics was an important design concept. The building is an example of contemporary architecture with highly developed energy conservation concerns. The master plan focused on the organizations future expansion by giving priority to motor traffic routes and providing ample parking spaces. Buildings were planned in two major groups: conference and office buildings. Sunlight was restricted and water used to ensure energy conservation.


The building was designed with a north-south axis to reduce the surface area exposed to direct sunlight. Architectural fins were also used to reduce direct sunlight on walls. On the south side, a reflecting pool was planned as one of major landscape features. In order to reduce the heat of the wind blowing toward the building. Parts of the buildings were also placed on free pillars standing in the water, resembling traditional Thai architecture. Natural light was used in the building where possible, however heat was substantially reduced with careful planning and the design of light paths and sunshades. These energy conservation concepts also affected the selection of colors and forms for the building, based on the natural materials used in tropical architecture.
