Planning for this project began with the aim of maximizing usage of the site while regulating the size of the building, limiting it to less than 23 meters in height and 10,000 square meters in gross area. An additional requirement was that the building be set back 6 meters from the perimeter.


The result was a simple five-story building 6 by 8 meters wide. The first floor serves as a welcoming reception area, with the mechanical room positioned from the middle of the building to the back. The second, fourth, and fifth floors house the working spaces supported by a double core, which doubles back upwards between two main risers on the east and west, and acts as a heat barrier. The third floor, the heart of the project, is for information storage. This is a high security floor with restricted access and safeguards against external terrorist acts.


The east and west façades are solid walls clad with aluminum composite panels. In contrast, the north facade, with its unitized glazed curtain wall combined with vertical aluminum fins, offer a sense of security and privacy, as well as being easily maintained to upkeep an elegant appearance.
